Since 1 January 2014, the Italian Constitution (art. 97) contains two new principles applicable to public administrations: the principle of public budget balance and the principle of public debt sustainability. This article analyzes the origin of these new principles, their meaning, and their effects on the organization and action of public administrations, with particular regard to the correct use of economic and financial resources.
